GIP 0051 -- Exponential Query Fee Rebates for Indexers

Hey all, quick update!

Step 1 of the Exponential Rebates has been executed. The protocol parameter channelDisputeEpochs is now set to 1 epoch.

We have just executed step 2 of the upgrade, the protocol is now using exponential rebates for query fees!

Here are the two transaction batches (for L1 and L2):

As a reminder for indexers, you’ll now need to run v0.20.20 at least.
