Add a section to change the indexer in the delegation UI to prevent on paying GAS fee two times

Currently, the delegator can only change the indexer after withdrawing the delegated amount of GRT. It means the delegator has to pay the GAS fee two times 1st withdrawing process and 2nd delegating the same GRT to another indexer.

If we manage to create a section where the delegator can change the indexer without withdrawing the GRT it would be really handy and cost-effective.

I would appreciate this feature also. Otherwise, a delegator holding a modest stake could find themselves in a net loss position.
